Can anyone tell me if this is actually from the 1920’s?

Yup - part of the Nat Geo archives - there’s a fair bit of early colour photography from Bernard Wakeman extant. It was taken using the Autochrome Lumière process which was used fairly extensively by National Geographic photographers of the period.
